In the &quot;New Project&quot; dialog, in the ActionScript 3 section, that is the only non default type of template.  

Otherwise there are ones scuh as Flash IDE Project, AS3 Project, Flex 3 Project, etc.. and the last one is &quot;Empty Project&quot;.
